Steuern
Somaliland levies a low, flat 6% payroll tax and a 5% GST (source: Somaliland Ministry of Finance). Non-resident withholding is 12.5% and rental income is taxed at 12.3%. There is no published, authoritative corporate or capital-gains tax, so those figures are indicative only. The currency is the Somaliland shilling (SLSH), which is not internationally convertible.
Aufenthalt und Visa
There is no internationally recognised or clearly published residency regime for foreigners. Settlement runs via local arrangements and clan structures; legal certainty is limited.
Immobilieneigentum
Land and property ownership is largely governed by customary law and clan allocation. Formally registered ownership for foreigners is uncertain and not internationally enforceable.
Lebenshaltung und Lebensqualität
Somaliland is relatively stable and safe compared with south Somalia, with Hargeisa a growing capital. But healthcare, education and infrastructure are largely privately borne, international banking links are absent (a cash and hawala economy) and public services are limited.
Reisepass und Mobilität
The Somaliland passport is recognised by almost no country officially, because Somaliland is not internationally recognised as a state. Travel is difficult in practice; the visa-free count is very limited and indicative.
Warum Menschen nach XS auswandern
Very low, simple taxation
A flat 6% payroll tax and 5% GST are among the lowest in the world. For locally generated income the direct tax burden is minimal.
Relative stability in the region
Somaliland has had its own governance since 1991, its own currency and relatively peaceful transfers of power, an exception in the Horn of Africa.
Ehrliche Kompromisse
- Somaliland is not formally recognised as a state by any country. This affects treaties, legal protection, insurance and the status of documents.
- Corporate and capital-gains taxes are not authoritatively published; the rates shown are indicative, not verified figures.
- There is no connection to the international banking system (no SWIFT/correspondent banking). Money moves via cash and hawala, which complicates capital transfer and investing.
- The Somaliland passport is recognised almost nowhere, so international mobility is very limited.
