🇿🇲 Moving to Zambia: tax, residency and cost of living
Zambia taxes income largely on a territorial basis: Zambian-source income is taxed while foreign income often is not. Payroll tax (PAYE) is progressive up to 37%, with the top rate applying from roughly ZMW 110,000 per year. Including 5% NAPSA, the effective burden is around 36% at income equivalent to about EUR 54,000. There is no capital gains tax, no inheritance tax and no wealth tax, though a 5% property transfer tax applies. VAT is 16% and corporate tax is 30%.

Taxes
Predominantly source-based on a territorial footing. PAYE rises to 37%, effectively about 36% including 5% NAPSA at the EUR 54,000 equivalent. No capital gains, inheritance or wealth tax. A 5% property transfer tax applies on real estate sales. VAT 16%, corporate tax 30%.
Residency and visas
Residency usually runs via an employment permit, an investment licence or a retirement route. Naturalisation takes about 10 years. Permanent residence is generally required before you can hold land or property in your own right.
Property ownership
All land is owned by the state and issued as 99-year leasehold. Foreigners generally cannot hold land directly without permanent residence or an investment licence.
Cost of living and quality of life
English-speaking, landlocked country in south-central Africa, with the Copperbelt as its economic heart and Victoria Falls as its landmark. Warm climate and lower living costs, but more limited healthcare and infrastructure.
Passport and mobility
The Zambian passport is relatively weak (around rank 71 globally) with limited visa-free access. For Dutch nationals who keep their EU passport this mainly matters in the case of naturalisation.
Why people move to Zambia
No capital gains, inheritance or wealth tax
Zambia levies no tax on capital gains, estates or wealth. A 5% property transfer tax applies when real estate is sold. This appeals to those who want to hold assets without an annual or realised charge on them.
Territorial system and English-speaking environment
The predominantly source-based system generally taxes only Zambian income, while English is the working language in government and business. That lowers the threshold for Dutch nationals with foreign income sources.
Honest trade-offs
